One good approach is to identify the tasks users will most often come to your site to accomplish and then organize the content to support those tasks. Determine what information the user needs in order to accomplish a specific task, and then place all the supporting information and links on the same page. Be sure to think in terms of user needs and expectations, not necessarily according to the organization of your department or group. The organization of the content will determine the way it is presented to the user.
